I think it’s mostly because it’s distracting and could break someone’s concentration and thus their prayer. You could be walking or standing in their praying boundary since when they pray they have to go down and bow on the ground and that’s facing the general direction of the Khaba. Of course if they’re in public it’s good to put something like a purse or a bagpack in front of you when you pray so your boundary is limited and people know not to cross you and can walk pass beyond that small area (as long as it’s not some sort of statue/idol). If there is only one path to go and you can’t wait then you can cross them as quickly and quietly as possible so you’re not distracting them but if you can go behind them when they pray, that’s best and very respectful.
